County Approves Rezoning for Hunt Highway Event Venue
The Pinal County Board of Supervisors approved a rezoning on Aug. 26 for an event venue on Hunt Highway in unincorporated San Tan Valley. The board approved the request as presented, with 13 stipulations, changing zoning on about 4.87 acres from CB-1 Local Business to C-3 General Commercial. The parcel sits along West Hunt Highway at the southeast corner of Hunt Highway and Valley View Road, west of North Ann's Way.
Shaine Alleman of Tiffany & Bosco filed the application on behalf of the property owner, Edgewood Capital LLC. The county's Planning and Zoning Commission had recommended approval 9-0 on July 16.
What's Planned for the Site
The land is currently vacant, sitting between a plant nursery to the west and rural/residential parcels to the north and south. Site plans show two event buildings: a larger one on the east side with an assembly hall, restaurant space, indoor and outdoor cocktail areas, an outdoor event lawn, and event-planning office space; and a smaller building to the west with a second assembly hall, restaurant space, and outdoor event space. The plan calls for 165 parking spaces with the only entrance on Hunt Highway, and the applicant says there will be no patron access from the neighborhood to the south. The applicant told the county the venue is intended for weddings, receptions, and other private events open to the public, noting the closest comparable venue is a private, residents-only space about two miles away.
Conditions on the Approval
The 13 stipulations attached to the rezoning include:
- Noise: Outdoor event activity, including music, is capped at 60 decibels at the property line after 10 p.m. Sunday through Thursday, or after midnight on Fridays and Saturdays. Past those hours, events must move indoors.
- Screening: Where the property borders rural or residential zoning, the developer must build a six-foot wall and a landscape buffer at least 10 feet wide, with trees planted 30 feet apart and mature trees next to existing homes.
- Lighting: The site must meet Lighting Zone 2 standards under the county's development code.
- Roads: A 75-foot half-street right-of-way dedication is required along Hunt Highway, a principal arterial. A traffic study is required before site plan approval, at the developer's cost.
- Earth fissures: No buildings or permanent structures may be placed in areas the site plan marks as earth fissures.
The stipulations set no closing time for the venue and no cap on the number of events it can hold — the noise limit is the only hour-based restriction.
How the Case Moved Through Review
The applicant notified 86 property owners within 1,400 feet in February and held a neighborhood meeting in March, which four residents attended with no objections raised; the adjacent property owner to the west submitted a letter of support. No one spoke for or against the project at the Aug. 26 public hearing. The site carries a Suburban Neighborhood designation under the county's San Tan Valley Special Area Plan, and county staff found the venue compatible with that designation, so no comprehensive plan amendment was required.
What Happens Next
The rezoning sets what can be built on the land. Site plan review with the county — where traffic, drainage, and lighting details get examined — is still to come.
