Pinal County Approves Industrial Zoning for 4,696 Acres of State Land North of Florence

What the Board Approved

Pinal County supervisors approved industrial zoning on Sept. 30 for 4,695.89 acres of Arizona State Trust land north of Florence. The approval changes the Comprehensive Plan designation to “Special District,” rezones the land from General Rural to I-3 industrial, and adds a Planned Area Development overlay with site-specific rules. The Planning and Zoning Commission had recommended approval 7-2 on each item, according to KTAR News. The report does not say how each supervisor voted.

What Is Not Allowed

Standalone data centers are barred. Data-center functions are allowed only to support a property's main business, not to provide storage or processing for outside users. Standalone solar and battery-storage projects are also barred, though solar that serves facilities on the site is allowed.

Site Conditions

The land is vacant, under grazing leases, and has no sewer connection, so an employer would need an on-site septic system. Skyline Drive must be extended east to State Route 79, and the site must have at least two public-road access points.

What Happens Next

The Arizona State Land Department reportedly plans to offer the land for an industrial campus after approvals are finalized, per the Pinal Post. The zoning vote is a land-use step only. It does not transfer the property or start an auction.

What Has Not Been Decided

Whether, when and how a state auction occurs, including any sale date; who the buyer or bidder will be; what will be built or occupy the land; and whether the Skyline Drive extension is funded or scheduled. The report gives no timeline for the auction or for development. It separately notes that Lucid Motors chose Casa Grande for its own plant and that ADOT added a roundabout at SR 79/79B in Florence to its five-year program; neither shows this site's road extension is funded or complete.
